What are the three types of bedroom lighting I should layer together?

Do I need an electrician to install bedroom ceiling lights under UK Building Regulations?
Under Part P of the Building Regulations in England and Wales, replacing an existing ceiling light on a like-for-like basis is generally non-notifiable and can be done by a competent person. However, installing new circuits, adding additional lights, or work in rooms with special locations requires either a registered Part P electrician or notification to Building Control.
